D3G Welcomes Amber Skoby to the Housing Preservation Services Team

D3G is always excited to add new people to our team, especially those that bring a lot to the table! In this field, it takes a village to get projects completed. Our team practices consistent communication, offers reliable skills and knowledge, and includes a multitude of services that set your project up for success.

One of our newest hires, Amber Skoby, is no exception to the above. Amber will be joining our Housing Preservation Services (HPS) as the HPS Consulting Team Leader. Amber will provide strategic consulting services to Public Housing Authorities for transactions involving RAD and SAC Section 18 conversions. In her role, she will create asset repositioning strategies, establish comprehensive transaction timelines, and advise on all aspects of the RAD approval process, from initial application to financing plan submissions.

“Amber guided the conversion of Bloomington Housing Authority’s entire portfolio through the RAD program, including rehab work utilizing tax credits and RAD and SAC blends,” said Matt Sweet, HPS Director of Technical Services. “Her first-hand experience on processes and procedures required by HUD makes her a tremendous asset to housing authorities and our existing services. We are confident that her insight and expertise will help us make significant progress on the ever-growing demand for affordable housing.”

Before joining D3G, Amber was the Executive Director of Bloomington Housing Authority, where she focused on capital improvements, resident self-sufficiency programs, and community partnerships. In this role, she also led the portfolio conversion of all public housing units through the RAD program and Special Applications Center, leveraging over $70.8 million in public and private investments to preserve 320 affordable housing units. Notably, she created and built the capacity for Summit Hill Community Development, an instrumentality of Bloomington Housing Authority, using the experience gained in RAD and LIHTC transactions to become a local non-profit developer.
