Grants

Federal, state, and local programs make billions of dollars in funding available to address energy efficiency, water consumption reduction, climate resilience, and greenhouse gas emissions. Some programs utilize a formal notice of funding opportunity (NOFO), while others go through local utility providers. Examples of Grants include the Inflation Reduction Act’s Green Resilient and Retrofit Program (GRRP), the Department of Energy’s State Energy Program, and the Environmental Protection Agency’s Greenhouse Gas Reduction Fund.

Tax Incentives

The 45L New Energy Efficient Home Tax Credit and the 179D tax deduction can provide considerable tax advantages for developing affordable and multifamily housing. In some cases, the 45L tax credit can provide up to $5,000 per unit, and the 179D provides a tax deduction based on the total energy efficiency gained. Deductions can earn up to $5,00/square foot. In addition to the 45L and 197D incentives, most states now require improvements in energy efficiency as part of the 4% and 9% Low-Income Housing Tax Credit (LIHTC) application process.

Financing

HUD’s Green MIP Reduction incentivizes borrowers utilizing FHA-insured loans to implement green building practices into their construction and rehabilitation developments. The reduction in the insurance premium can save hundreds of thousands of dollars annually, depending on the loan amount. Similarly, Fannie Mae offers a Green Rewards program.

The Green Resilient and Retrofit Program (GRRP)

The Green Resilient and Retrofit Program, or GRRP, stems from the Inflation Reduction Act of 2022. This Act made $837 million in funds available to HUD-assisted properties through a series of loans and grants. This funding is available to projects seeking to improve energy, water, and electrical efficiency, enhance indoor air quality, and reduce emissions. HUD has designated these funds under three specific cohorts: Elements, Leading Edge, and Comprehensive. Our experienced subject matter experts are ready to assist our clients through the best pathway forward.

Eligible properties will include those participating in the Section 8 Project-based Rental Assistance, Section 202 Supportive Housing for Low-Income Elderly, and Section 811 Supportive Housing for Low-Income Persons with Disabilities programs.
