This large-scale urban infill project involved the transformation of a dormant Class I landfill into a vibrant, mixed-use destination. Located in the Southeastern U.S., the site had a complex environmental legacy and was designated under multiple regulatory programs due to decades of waste disposal activity beginning in the mid-20th century.
Dominion Due Diligence Group (D3G) was chosen as the environmental consultant to support the development team in navigating significant environmental risks, regulatory compliance, and long-term site planning.

D3G developed a custom Conceptual Site Model (CSM) to evaluate exposure pathways, contaminant toxicity, and potential risks to human health and the environment. The CSM served as the foundation for recommending engineering and institutional controls that supported the feasibility of redevelopment.
The D3G team guided the project through HUD’s environmental review process, preparing compliance documentation under Chapter 9 to address site contamination issues. D3G’s long-standing experience with HUD standards ensured timely progress and regulatory clarity.
D3G coordinated communication and reporting across multiple regulatory agencies, ensuring consistent documentation and streamlined review processes. This strategic alignment helped the development team stay ahead of potential delays and meet key project milestones.
