The primary objective was to secure HUD Special Application Center (SAC) demolition-disposition approval for the properties. The properties needed to meet a physical obsolescence threshold determined by HUD to secure demolition-disposition approval. The threshold is based on the cost of making urgent capital repairs at the properties in question compared to the cost of replacing the buildings, which requires skilled, in-depth property analysis by D3G.

Transforming Affordable Housing in Virginia: A RAD/LIHTC Renovation

Dominion Due Diligence Group (D3G) assembled a multidisciplinary team of Environmental Professionals, Engineers, Needs Assessors, and Affordable Housing Consultants from our Richmond, VA headquarters, Indiana satellite office, and remote staff in Connecticut. Our mission: to facilitate the RAD/LIHTC renovation of a critical public housing asset in Virginia. This project aimed to modernize the property, enhance its livability, and establish a more stable rental income structure while ensuring compliance with HUD and Virginia Housing requirements.

CNA and Renovation for Denver Historic Mixed-Use Building

D3G utilized staff from the Denver office to conduct a building evaluation used for the successful submission of a LIHTC application for Colorado Housing and Finance Agency (CHFA). The project required various building renovations, such as the conversion from a steam boiler to a natural gas fuel system, elevator modernization, exterior improvements, handicap accessibility enhancements, and full build-outs for the apartment units. The total project costs exceeded $48M, which provided the funds to renovate 39 affordable housing units, convert 12 market-rate units to affordable units, and adaptively reuse 55 new affordable housing units. Additional bond and funding sources included TIF, Fannie Mae (FNMA), and local and regional grants.

Southwestern Florida Public Housing Redevelopment Project

The Southwestern Florida Public Housing Redevelopment Project was a large-scale undertaking involving the tiered demolition, tenant relocation, and redevelopment of a pre-1960 public housing project. Given the complexity of the site, early environmental consultation was critical to ensure regulatory compliance and mitigate potential risks related to HUD and FEMA requirements, floodplain management, noise assessments, and hazardous material concerns.

Northwestern Oregon Permanent Supportive Housing

D3G was engaged to provide environmental consulting services for the conversion and redevelopment of a pre-1940 motel and its associated buildings into a Permanent Supportive Housing (PSH) development. The project, located in Northwestern Oregon, involved early consultations and extensive collaboration to ensure compliance with HUD regulations and local environmental requirements. Given the sensitive nature of the project, bi-weekly calls and consistent communication were crucial to maintaining progress within the proposed timeline.
