Dominion Due Diligence Group (D3G) was engaged to support the redevelopment of a historically significant site in Northern Virginia into a new affordable housing community. The site’s institutional and military legacy posed a range of environmental and infrastructure challenges, requiring a thoughtful and thorough due diligence approach.
D3G led environmental assessments, coordinated HUD environmental compliance through HEROS, and provided environmental consulting services and civil engineering review. This redevelopment is a model for transforming underutilized land into a vibrant, sustainable neighborhood that addresses local affordable housing needs while preserving community history.
D3G led the HUD Environmental Review process using the HEROS platform. The team addressed key site issues including jurisdictional wetlands, floodplain zones, threatened and endangered species, and historic resources.
Comprehensive Phase I and II ESAs were conducted to evaluate potential contamination tied to the site’s former correctional and military use. This included investigation of underground storage tanks, hazardous materials, and legacy infrastructure.
Based on the environmental findings, D3G developed strategies and recommendations for remediation, ensuring the site would be suitable for residential use and compliant with applicable regulations.
The team reviewed existing site conditions including grading, utilities, and stormwater systems to support redevelopment planning. Evaluations helped ensure the feasibility of new infrastructure and site layout.
D3G provided coordination and documentation support across regulatory agencies to streamline environmental approvals and keep the project on schedule.
Environmental risks associated with the site’s former use were identified, documented, and addressed through targeted remediation strategies.
The AHP environmental review process was successfully completed, ensuring regulatory compliance and environmental safety.
Civil infrastructure planning positioned the site for successful redevelopment into high-quality affordable housing.
The project demonstrated the successful reuse of historically significant land for modern community needs with closure of an open RCRA site under a collaborative effort with the VDEQ Facility Lead Program Agreement by the USEPA in conjunction with D3G under the RCRA Corrective Action Voluntary Facility Lead Program (FLP).
