What is the Green Resilient & Retrofit Program? (GRRP)

The Green and Resilient Retrofit Program (GRRP) provides owners of HUD-assisted multifamily housing with capital funding to reduce carbon emissions, introduce renewable energy sources, improve utility efficiency, and make properties resilient against climate hazards.

Who Is Eligible?

While previous HUD programs focused exclusively on green and efficiency improvement, GRRP grants and loans will fund retrofits that increase properties’ resilience to natural hazards and new, innovative green strategies. Eligible HUD-assisted multifamily properties include Section 8 Project-Based Rental Assistance (PBRA), M2M restructures, Section 202/811 PRAC, and properties entering Section 8 PBRA through the Rental Assistance Demonstration (RAD).

The Three GRRP Cohorts:

This cohort provides funding of up to $40,000 per unit or $750,000 per property to pay for improvements, including electric HVAC heat pumps, Energy Star windows, fire-resistant roofs, and clean energy generation systems. This cohort is designed to fund projects already working to close on recapitalization that would benefit from targeted improvements.

This cohort provides funding of up to $60,000 per unit or $10,000,000 per property and is aimed at funding ambitious retrofits allowing a property to achieve an advanced green certification, such as specific LEED certifications.

Services offered:
Energy Audit and Green Building Consulting [e.g., NGBS Gold] for renovation scope development, HEROS, MBEST, and more.

Application Deadline:
May 15, 2024

This cohort provides funding of up to $80,000 per unit or $20,000,000 per property to properties with the highest need for climate resilience and utility efficiency upgrades. Properties well-suited for this cohort do not need to have developed a plan for recapitalization yet be in HUD’s recapitalization pipeline and might benefit from early-stage planning and oversight.

Services offered:
Energy Efficiency Scoring through a Statement of Energy Performance or MBEST.

June 12, 2024
